Abstract

The non-governmental sector and organizations have gne thru a major change since the 1990’s in Hungary. During the last few years of communist dictatorship, thoose who wanted change, had a direct way to non-governmental sector. This area was highly supported by hungarian academic and media elite and forgein organizations, goverments, who supported the democratic change. The organizations that started were mostly supported by forgein financial support and international background. We will present the changes of NGO’s and their position in today’s Hungary.
In this study, I would like to present the role of NGO’s especially their inpact on local governmental decision-making processes and elections. I am willing to study the legal background, fincancial support, the position human resource management of NGO’s and their impacts on decision making processes.
The main aim of the researche to analyze the imapact of NGO’s on local governmental decision-making and on elections int he civil areas, through the activity of Agria Univesitas Association. My goal is to ??,, what instruments NGO’s have, to have an impact on important civic events, local decision making processes and how can they participate in these. The functioning of such NGO’s depend ont he structure of society, the present legal and financial bacckgound, and the networks of NGO’s.
Since 2010, as an initiative of the Agria Universitas Association, the Electoral Ethic Codex has been signed several times by candidates for majors during local govermental elections, to help to retain the purity and legality of elections. The goal of Election Ethic Codex is to re-establish faith in political and public actors and to contribute to establishing a high standard of political culture. The inintiative sets forth the ethic norms to be followed by the signatory candidates during their campaign, both individually and with respect to the candidates of their organizations.
