HUMANIZATION OF PUBLIC ADMINISTRATION AND ITS REFLECTION IN EDUCATION

Global systemic crisis is primarily a crisis of governance. Today neither classical schools of management nor their theories can unambiguously address the challenges of current global crisis. It is governance which determines the status of all kinds of control and self-management of human activities. Human benefit is the ultimate goal of any society and its governance. Based upon humanization - the fundamental purpose of public administration, we consider it important to actualize the following trends of public administration education:

Anthropology is a humanitarian technology of the 21st century can solve a variety of tasks through a unique set of techniques and its basic nature: from exploration of the past and the present to the increase of sales in the high-tech sector. It is anthropology that makes it possible to look at the world with eyes wide open, provides a deep understanding of the problems of humanity, the ability to operate effectively in a culturally diverse environment as well as understanding of the fact that cultures and nations mutually enrich each other.

It is well known that any governance is a combination of knowledge and art. It is difficult even to list the areas of knowledge that are considered to be human sciences. We know that more than 200 sciences study human beings and each of those sciences covers its own field and subject. Knowledge management was formed as a new concept in 1980-1990 when intangible assets, organizational knowledge and intellectual capital began to provide strategic competitive advantage.

Creation, dissemination and use of knowledge is a key factor in the new or innovative economy that provides the acceleration of its growth and competitiveness. This explains the fact that knowledge management is spreading not only in business but also in public administration.

Organizations in the field of public administration require continuous search for new ideas and solution, hence the need for the management of creation in the special organizational environment.

Knowledge management requires new approaches and technologies for its implementation. For example, the development of positive mainstream technologies of modern management in the struggle with the reality and the uncertainty on the basis of theatrical training methodology. For the past 20 years Department of the Theory of Management of the State University of Management (SUM) hosts the most successful Workshop of Stage Action in Management. Accessing this technology provides modern managers with the necessary competencies in order to be integral in action and work effectively in modern crisis situations on the basis of the development of organic action resource – their own physicality (body and voice, body and soul). There are also numerous master classes and workshops, closely associated with certain kinds of art. Their names alone prove the real turn to the components of arts: “Contact improvisation, partnering , dance and movement practice”, “ Integral practice of body literacy”, “Light body: learn self-control”, etc.

The problem of management literacy not only for managers, but also for the entire population of the country is becoming more and more urgent. Competent management of self (self-management), of family or of any organization becomes a decisive factor in the effectiveness and quality of such management.

Thus, humanization of governance aimed primarily at a person, determines the humanity of any governance and self-management. The development of civil society as an object of state administration will increasingly define it as the subject of such control.
All the above trends should be reflected in training programs.
