Management of Agglomerations in Organizing Economic Space and a Transition to Dynamic Economic Growth

Agglomeration as a means of organizing economic space of a given region (or cross-border area) and as an independent object of strategic management match ideology of the transition to an innovative model of the Russian economy.
Agglomerations have already become a key form of the modern settlement. The groups of gravitating to each other settlements have turned into a single structure with daily and episodic movements in labor, social, cultural, recreational and others purposes.
We see in foreign practice that agglomeration as a form of settlement is planning an environment for local communities in which they adopt a decisive engagement and adequate financing together with the local authorities. "Living environment for people".
Russian practice of formation of agglomerations includes strategic planning of large cities and development of the respective metropolitan area. In the urban settlement it is highly important to provide the economic structures with necessary resources: labor, land, real estate. "High living standards in order to raise economy".
The innovative character of territorial planning reveals in lifestyles planning connected with construction of the economic framework in agglomerations. Life in metropolitan areas is not only a combination of industrial economic management and socio-cultural activities but the lifestyle of local communities and households. Agglomerations management goals are linked with certain forms of self-organization of local communities and flexible mechanisms of agglomeration territorial management.
However, in the discussion about the agglomeration as a form of settlement some questions about mechanisms of the agglomeration governance can arise.

We will consider tools and agglomeration control mechanisms at various institutional levels:
- The distribution of power of federal, regional and local authorities (Order of the Ministry of Economic Development of the Russian Federation of May 20, 2015 N 295);

- Examination of the periphery of the metropolitan area by types of economic systems and communities applying the results of the research project "Private investors as the drivers of rural development and as the source of social tension" (2014, RHF, head ZI Kalugina, Novosibirsk region);
- Differentiation and typology of municipalities using the results of the project (2015 003), conducted by the research team of the Council of municipalities of the Tyumen region with the use of funds of the Social Studies Support Foundation "Khamovniki";

- Building a "social space maps of municipalities" which is used in the research conducted by Laboratories of the territorial settlement in the municipalities of the Tyumen region (Tyumen State University, public administration innovative technologies department).
The results of the research of agglomeration management tools are applied to inter-municipal cooperation in the purpose of integration of social and economic systems and enhancing the competitiveness of the territory in order to attract different kinds of capital and economic assets which can be used to build a new socio-economic space.
