 Title  When a Civil Society Initiative Becomes an EU Priority: Analysis of Tenders Electronic Daily Database

Tenders Electronic Daily (TED is the online version of the 'Supplement to the Official Journal' of the European Union dedicated to European public procurement. It publishes 460 000 calls for tenders per year for about 420 billion euro of value. TED cumulative database that covers all the countries was first put together as a civil society initiative, and only recently has been adopted by the European Union Commission.
This paper provides more light on the intentions behind the initial creation of the database, and on the intentions under its adoption by the EU Commission. The main research question is what civil society as one of the main stakeholders might have been expecting out of TED database what it has been able to actually get before and after the adoption by the EU Commission. Through qualitative and quantitative assessment of the database, the paper analyzes (1) the questions put in the database; (2) the quality of data uploaded by participants (e.g. missing reports, non-compliance with guidelines); (3) availability of dataset (languages of websites and coding books and etc.,); (4) advertisement of the available dataset; (5) and more.
