Abstract

Based on the legislative and supervision experiences of the last few years of the Hungarian Disaster Management Authority, it was definitely outlined, that the storage, transportation, processing and usage of dangerous substances contain a high level of risks, which can lead to a major accident.
Adaption and modification of the international and EU-regulations related to the external safety of dangerous establishments, transport and critical infrastructure made it necessary to create the personnel-related conditions of external safety in disaster management and to establish the related higher education system.
The purpose of this article is to introduce and analyse the higher education system of external (industrial) safety to be launched in Hungary within the frame of public administration education.
