Abstract  
  
The purpose of the article is to discuss the possibilities of forming of values-oriented public administration in Russia. At the beginning the article analyzes the theory and international experience of determine of public service values as the basis of improving the quality and success of public administration on the base on the public administration values abroad.
The article shows the process of value-oriented public service formation in Russia. The first step is to determine public service values which stem from the state model set by the Constitution of the Russian Federation. Next steps are discussion and confirmation of these as official base for the public administration bodies and which help to create values-oriented public administration. So the article includes an analysis of the survey results of more than 9000 civil servants of Siberian Region.
At the same time this article identifies values as the key tool to ensure excellence in Public Administration Education in Russia by modifying Federal Educational Standard and by public servants training in Siberian Institute of Management – the Branch of Russian Presidential Academy.
As a result the article gets conclusions about advantages which should be giving a new impulse to incorporate these values in public administration Education and improving public administration quality in Russia.
