He holds an MBA in Business Administration, a Ph.D. in Public Sector Economics and is Professor of Public Finance and Public Management at the Faculty of Finance of the University in Banska Bystrica, Slovakia, with more than 28 years’ experience in teaching in public sector management and procurement. He published over 300 books and scientific articles in this field and filled several academic posts, including the position of "Dean of the Faculty of Finance". He is one of the top CEE and SEE academic and research people (according to the unofficial scientometric Top 10 ranking). During his academic and professional career he became very experienced in the political and administrative situation in the European integration process and EU enlargement.

He is Senior Research Fellow in Public Management and Policy, and Head of Ragnar Nurkse School of Innovation and Governance, Tallinn University of Technology, Estonia. His main research interests are in public administration and innovation policy. His recent works have covered issues such as public procurement of innovation, demand-side innovation policy, public-private partnerships, contracting out, co-production, and coordination in the public sector. His most recent book includes "Public Procurement, Innovation and Policy: International Perspectives” (Springer, co-edited with Rainer Kattel and Tarmo Kalvet).

Professor of Administrative Information Systems and E-government at the University of Ljubljana, Faculty of Administration and Head of the Institute for Informatisation of Public Administration. He has been actively involved in the founding and further development of NISPAcee, was a Steering Committee member (1993-1998), organising two of its annual conferences (Bled, 1995, Ljubljana, 2006) and two Summer Schools (Portorož 1994, Prague 1997). He has co-chaired the E-Government WG, the WG on Public Sector Quality as well as several other NISPAcee Working Groups. He is co-editor of several books published by NISPAcee and is NISPAcee Immediate Past President.

Marius Profiroiu, Bucharest Academy of Economic Studies, Bucharest, Romania

He is Professor at the University of Economics in Bucharest (ASE) and lectures in Public Policy, European Institutions and Policies, Good Governance, and Strategic Management. He is Dean of the Administration and Public Management School, ASE Bucharest and President of the Association of Schools and Institutes of Public Administration in Romania since 2005. Dr. Profiroiu was Director-General of the European Integration Department in Romania from 2001 to 2002 and also held the post of State Secretary within the Ministry of Public Administration between 2002 and 2004. He was in charge of the co-ordination of public administration reform and responsible with the Phare programme in the field of civil service reform and decentralisation process in Romania. He is the author of numerous publications in the field of civil service, decentralisation, governance and strategic management.

Associate Professor of Governance, Centre for Urban and Environmental Development, Enschede, The Netherlands. His research focuses on community-based policymaking, urban governance, new public governance and other more pluralist modes of governance and policymaking. He works from a comparative policy perspective where he combines his experience as a researcher and lecturer in Poland (Wroclaw), Germany (Bernburg) and The Netherlands (Enschede/Deventer).

 

Eduard Mihalas, College d’Europe, Bruges, Belgium

He is a youth activist from Republic of Moldova, which promote youth participation in decision making process. He was the coordinator of development cooperation between Ministries and National Youth Councils from Black Sea region and as a results was created a vision for strengthening cooperation in this region. In 2012, he was Member of Steering Committee of Eastern Partnership Civil Society Forum promoting thus the role of youth organisations in achieving reforms in Eastern Partnership countries. At national level, he initiated monitoring of local public budgets, involving of young people in decision making process through co-management structures and recognition of non-formal education and youth work in Republic of Moldova. He has provided consultancy for several international institutions, such as UNFPA, UNDP, Open Government Partnership in the field of youth, decentralization and open government.

 

 

Alina Östling, Researcher, European University Institute, Firenze, Italy

She holds a PhD title from the European University Institute (EUI) in Florence (Italy). She has a strong professional background in democratic governance, new technologies and development. Her experience include managing teams and project in the field of democratic governance at UNDP Belarus; conducting a country evaluation for the Open Government Partnership and numerous engagements as expert in civic participation (EESC, OSCE/ODIHR), and in development of online Voting Advice Applications (e.g. EU Profiler).

Educated at the University of Minnesota (BA1966) and Yale University (MPhil 1969: PhD 1976). He is Professor Emeritus of Public Policy and Administration at the Institute of Social Studies, The Hague, where he was Deputy Rector (1996-2000). Formerly also Professor of Public Administration and Development at Leiden University, he has been Visiting Professor in England, Slovenia, Sweden, India, Pakistan, Namibia, South Africa and Japan. In the International Political Science Association, he chaired its research committee on Comparative Health Policy (2006-2012). Among his 18 books are Health Policy: International Library of Public Policy (1998), Public-Private Partnerships in Health Care in India: Lessons for Developing Countries (2009), and Comparative Health Reforms in Central and Eastern Europe, 1990-2010: Options, Obstacles, Limited Outcomes (2013). He has written 85 articles, reviews and chapters, and serves on the editorial boards of Public Organization Review, Grassroots Governance Journal, and the Indian Journal of Asian Studies.

Marek Pavlík, Assistant Professor, Masaryk University, Faculty of Economic and Administration, Czech Republic

His research is focused on health policy, politics and economics; primarily on the problem of implementation of health policy. He is also involved in research of sport policy and economics with a special interest in the role of municipalities. He uses both practical and theoretical experiences at the field of sport research.

She holds PhD (Social Policy, LSE) and Doctorate Degree (Economy, Russian Academy of Sciences).She also teaches at Moscow School of Economics, a Faculty of the Moscow State University named after M.Lomonosov. She is the author (and co-author) of 4 books as well as contributed to numerous journals and research projects. Professional interests cover health and social policy in a comparative perspective; organisation and financing of health care; corporate social responsibility and gender issues.

He holds the chair in Public Administration at the Radboud University of Nijmegen and is visiting professor at the Masaryk University in Brno, Czech Republic. He is president of IASIA, full member of the Group of Independent Experts on the European Charter of Local Self-Government of the Council of Europe and member of the editorial board of numerous journals on Public Administration. His research concentrates on local government, public sector reform, policy evaluation, policy change and comparative public administration.

Member of the editorial board of some journals on Public Administration and others. Her research over the period 1995-2010 can be summarized as the collection of in-depth case-studies on Western assistance to Central

and Eastern Europe during the transition from socialism to a market economy seen from the perspective of recipients, foreign advisors, donor organizations and responsible politicians. Her later empirical research concerns: public sector reforms with a special focus on care for elderly, performance management, policy evaluation, job satisfaction, free movement of EU citizens. She is lecturing on leadership, management, and governance in public administration.

Rolet Loretan, Director General of IIAS, Switzerland

He holds a Master’s degree in Law from the University of Fribourg (Switzerland), and is also a graduate of the Swiss Graduate School of Public Administration (IDHEAP), University of Lausanne. His entire professional career has been within the Swiss Federal Government in Berne. He began as a legal expert in the Central Office of General Defence responsible for relations with the Cantons. He then became Head of the Army Affairs Section, followed by a post as Head Official of the Military Political Division within the General Secretariat of the Federal Military Department (today the DDPS). For ten years he was Head of the Press and Radio Division (DIPRA), Headquarters of the Federal Council (Swiss Government), in charge of information in extraordinary situations. He was Rapporteur for Strategic Planning and Actions at Headquarters for the Swiss Federal Council Delegation for Security when called upon to take up the management of IIAS in Brussels. Mr. Rolet Loretan has also carried out a parallel career as an officer in the Swiss Army where he has the grade of Colonel within both the Mountain Infantry and the Military Court of Appeals where he sits as a senior judge. At the international level and in addition to his other responsibilities, he is honorary Vice-President of the International Society for Military Law and the Law of War, an NGO whose seat is in Brussels.

Her teaching and research interest are primarily in the areas of public sector management and include performance measurement, strategic planning, and organizational behavior. She has published numerous journal articles, book chapters, and books including, Managing for Results in State Government; co-author of Managing Human Behavior in Public and Nonprofit Organizations, Managing and Measuring Performance in Public and Nonprofit Organizations: An Integrated Approach, and Organizational Behavior; and coeditor of the International Handbook of Practice-Based Performance Management. Her doctorate is from the University of Southern California.

Associate Professor of Public Policy and Administration at Budapest Corvinus University and is a senior research fellow at the Hungarian Academy of Sciences, Research Centre for Social Sciences. He is also the President of the Public Policy Section of the Hungarian Political Science Association. Ha has published several papers and books both in Hungarian and English – among others – on the civil service system, law and policy making and implementation in Hungary and in the post-communist region.
