Abstract  
  
Economic security is considered from the point of view of the characteristics of independence, transparency, sustainability, stability of socio-economic system of the region functioning in a cyclical crisis of development. The main condition for problems associated with safety is the presence of certain real dangers that can harm the regional socio-economic systems in the present and the future.
Safe and sustainable development of social and economic system of the region assumes a qualitatively certain state of the region's economy, its ability and readiness to ensure decent living conditions and human development, sustainable resourcing of sectors and industries. It can provide a creation conditions for the independent operation of the regional socio-economic system, its stability and sustainability the ability for constant renewal and self-improvement, which is especially important in order to effectively address contemporary issues of import substitution.
On the basis of the introduced system of indicators of sustainable and safe development of regional social and economic system, the paper analyzes the trends of their dynamics in production, employment, incomes of the population by the example of the Republic of Tatarstan, makes recommendations to improve the stability of the region's economy.
