Abstract

The strategic territorial planning using multi-factor average evaluation matrix (s-called quasi-matrix of McKinsey) described at publications [1, 2]. Such a procedure, as was shown, helps to involve key stakeholders into collective consideration of perspectives of territorial development, and to increase quality of strategic planning analytics, if to compare with such a standard instruments, as SWOT and PEST analysis [3].
However, the analytic potential of quasi-McKinsey matrix, as we will show in proposed presentation, is not limited by elaboration of collective stakeholders’ vision of the strategy of regional development. It is possible to use quasi-McKinsey matrix tool for identification of regional cluster and for elaboration of cluster policy on regional level. To monitor the changes in clusters, to organize the regularly repeated surveys of stakeholders using the questionnaire with distributed on groups and qualitative ranked answers would help to understand, are stakeholders continue to support the vision how to improve strategically clusters, and which problems should be solved in order to implement the strategy.
Also, we would like to concentrate on issue, how is possible to combine the questionnaire for stakeholders with the questionnaire that is used for COST platform for evaluation of strategic planning in local governments across EU member states. We think, that to combine both questionnaires could to improve the relation of ex ante evaluations of strategic plans with ex-post evaluations of the quality of strategic plans implementation. Namely, evaluation of the strategic planning process at local level questionnaire mostly concentrated on purposes, processes, goals, and outputs of planning, and McKinsey questionnaire concentrated on the content of planning and selected clusters support. The last one, additionally, more related not with NPM, NWS and NPG paradigms, but with other administrative paradigm of effective state based on the system of evaluation procedures as such.
