Presenter Dini Hariyani Abstract National Civil Service Agency is the only agency that manages civil servants in national level. Whole data of civil servant is fully owned by National Civil Service Agency. Besides that, National Civil Service Agency also has duty of providing excellent administration civil servant service. One of the best service from National Civil Service Agency is civil servant retirement. National Civil Service Agency has 12 regional offices which is as a deconcentration to provide that service based on their authority. Further, those office be able to support these services, National Civil Service Agency has Sistem Aplikasi Pelayanan Kepegawaian (SAPK) (Human Resource System) as an entity of e-government implementation. Thus, in order to give a better retirement service, National Civil Service Agency and National Civil Service Agency Regional Office V DKI Jakarta are working together to synergize retired civil servants information using SAPK. In providing those services, there is a problem such as mismatch civil servants data between Central National Civil Service Agency and Regional Office V National Civil Service Agency Jakarta. In this study, the synergy between two offices referred to the interoperability of information systems integration as a method. Researcher chooses interoperability theory for measuring the level accomplishing. This study has a quantitative approach with qualitative data analysis. The results of this study is the interoperability between the two agencies have a similar level in each dimension. That level is between two and three, in spite of that the appropriate level in this case is level two, which is knowledge management interoperability.
