 Title  Problems of Realization of a State Anti-corruption Policy in the Public Service of the Russian Federation(Regional Aspect)

In the formation of a legal state, improving the quality and efficiency of public administration, strengthening the responsibility of public authorities and officials for their work, an important place is given to the development of legal mechanisms to counter corruption. Identification of the main areas of fighting corruption in the process of implementation administrative reforms, setting and implementation into domestic legislation based on international laws and practice of foreign countries
In recent decades, observed in Russia sustained and intensive growth of the number and types of corruption offenses connected with general decline in moral and spiritual potential of the society, with the ruling it legal nihilism, weakening of state control and the imperfection of the anti-corruption laws of the Russian Federation.
Activity of combat corruption in the civil service was carried in different historical periods of Russia with varying degrees of success.
But now the scale of anti-corruption activities deployed by the state, allow to speak about the state policy of counteraction to corruption in the public service as a kind of innovation, which is faced with aversion, resistance, opposition from of certain structures and persons.
All this requires the use including those of technologies implementation of innovations at realization of the state policy of combating corruption in the public service.
The study of the problems of realization of the state policy of combating corruption in the public service in the Russian regions, revealing the effectiveness of anti-corruption measures and of their practical realization have become an urgent necessity.
Implemented training programs of civil and municipal servants in the direction of "State policy in the sphere of combating corruption" at the Siberian Institute of Management since 2010 year.
Since 2013, the author conducted a study on the problems of implementation of the state anti-corruption policy in the regions of the Siberian Federal District on the basis of statistical data the federal government reports and opinions of more than 500 experts - specialists of personnel services, responsible for organizing the activities of anti-corruption.
The study are revealed how common problems of normative legal, organizational, of personnel maintenance, and specific problems relating to regional specifics.
Identify problems of execution of anti-corruption legislation, the prevalence of violations of prohibitions and restrictions, corruption offenses in bodies of state power, the effectiveness of the commission to resolve the conflict of interest and anti-corruption mechanisms, measures the formation of anti-corruption behavior of public officials and prevention of conflict of interest and corruption in the public service, etc.
Forming a new of anticorruption competence for civil servants requires innovative approaches, both in their teaching and in the activities of personnel departments responsible for implementing anti-corruption policies in government.
During the study, conducted in the form of questionnaires and focus groups were obtained numerous data about the mood, opinions of public servants, about the problems and difficulties of implementation of the state policy in the sphere of combating corruption in the public service in the regions of the Siberian Federal District.
The survey data brought to the attention of the Plenipotentiary Representative of the President in the Siberian Federal District, its results were discussed at a meeting of experts of personnel services divisions SFD who are responsible for the organization of anti-corruption activities.
As a result of meetings are designed measures to enhance the effectiveness of human resource departments on formation of anticorruption competence of civil servants.
