Presenter Vera Menshova Abstract The authors proceed from the public service is a special state legal and social institute to realize public administration in the interests of civil society. According to the Russian Constitution the meaning of civil servants activities is "the recognition, observance and protection of the rights and freedoms of human being and citizen." At the beginning the article substantiates the need for the research of civil servants professional health for improving governance and HR-management, and for increasing public confidence. The second part of the article considers methodological and empirical basis of survey which was held in May-June 2015. The authors emphasize the need for inclusion in the questionnaire various aspects of civil servants work, such as their understanding the mission and objectives of the public authority, their estimation of work performance and remuneration, their opinion about personnel management quality and opportunities for professional and career development and etc. An important set of questions was about public service values. The article presents Analysis of the on-line survey results more than 9000 civil servants in the Siberian Federal District, depending on the gender, age and other social demo-graphical characteristics. The results characterize the professional well-being and can be the basis for decision-making for improving human resources policy and public administration quality.
