CONCLUSIONS

Romanian higher education in the field of PA is still at the developmental stages, searching for better approaches and models. The evaluation of the Romanian administrative system, new expectations from citizens and the need for compatibility with European structures clearly illustrates substantial dysfunction within the administrative system. These problems can be resolved only through the introduction of a new mentality and a new type of public servant, and PA schools have a major responsibility in this regard. There are attempts to revise the traditional model, based on administrative law. This change is not a simple process because of a complex set of mentalities and beliefs that consider PA education as part of the juridical field and not a separate field in and of itself. Some programmes sustain the idea that the traditional model is antiquated and, if the PA system and Romanian society are to modernise, a new approach based on management, organisational and economic disciplines is required.

The European dimension is present, in specific forms, in various PA programmes. Its significance in the overall context of PA education is not yet great in Romania, although the general integration policy and the Ministry of Education’s desire to align Romanian programmes with their European counterparts will lead eventually to the recognition of the importance of this dimension. This integrationist pressure is an important factor in favour of PA programmes that promotes the modern interdisciplinary model. International experience and direct consultations with foreign experts has illuminated the weak points in the Romanian PA system and argues strongly in favour of new approaches to the organisation of the programmes and personnel training.

Furthermore, it is necessary to change the traditional point of view that sees the university as a distinct entity, separate from society, into an institution involved in the problems of the community and offering specialised and integrated assistance to administrative institutions. Romanian PA schools are increasingly interested in collaborating with each other in the interest of building an academic community capable of discussing and deciding on solutions to common PA problems. Academics in the field have the capacity to overcome these difficulties, to build effective and modern models, integrated into the European context and representing the evolving characteristics of a field that is vital for the future development of Romania.
