POSITIONING ACADEMIC PROGRAMMES IN PUBLIC ADMINISTRATION IN RELATION TO THE DISCIPLINES TO WHICH THEY ARE MOST CLOSELY RELATED

There is currently a curriculum framework for PA programmes that mandates that seventy percent of the courses are law courses, but which is, nevertheless, considered to be an “interdisciplinary” programme by its creators. As this curriculum was introduced as “the curriculum” for all public administration programmes in Romania, many universities initially started their programmes using it and made subsequent revisions to become truly interdisciplinary.

There are three categories of main disciplines: law, administrative science and public management. Proportionally, law still dominates most programmes, although several have focused their curricula on professionally oriented courses and internships. Unfortunately, these programmes represent a minority (thirty-five to forty percent). In several universities there are strong trends towards changing this situation. Others are involved in changing the structure of the public administration curriculum, tipping the balance in favour of disciplines other than law.

An analysis of existing trends concerning the dominant approaches revealed two important findings. First, initially the only conceivable way of building such a programme was on the basis of legal disciplines. Later, when the need for modern public administration programmes became evident, the academic community embraced the need for interdisciplinary approaches. At present, the development of public administration programmes in Romania is directly and deeply involved in a debate over these two approaches.
