IN-SERVICE TRAINING AND STAFF DEVELOPMENT

The in-service training and staff development process is in its infancy, although there are some promising initiatives. The rapid changes within PA have made these kinds of courses a major necessity in Romania. The increasing interest in this type of training from civil servants is accompanied by growing attention from the Romanian government and by consistent, considerable and increasing financial assistance from international organisations.

Several programmes are functioning effectively at present, largely due to the active participation of university staff in teaching programmes developed by governmental training centres or NGOs and the organisation by universities of several training programmes of their own, financed from national or international funds.

These programmes sometimes include a European and comparative dimension. In this field there is an acute need for financial and organisational support. Important resources are often lost because institutions are not capable of providing services at a professional level, and universities are neglected as a resource for this type of programme. However, it has been demonstrated that Romanian universities can be important providers for high quality in-service training and staff development.
