The Working Group on Public Policy Analysis Development Issues continues its work in the framework of public policy analysis methodology, tools and techniques. Under the umbrella of the 23rd NISPAcee conference, the WG would like to take a multi-actor approach to policy development. Multiple governance and hybridisation of policy development and implementation by involving private actors (PPP) and civil society organisations across the broad spectrum greatly complicate governance.

Prospective authors are encouraged to focus on the increasing impact at all stages of the public policy cycle using various tools and techniques of policy analysis. This includes topics such as:

-Evidence-based policy development: proving what really works in practice.

-Policy design and Implementation: from principal-agent to multi-level governance.

-Evaluation: from results to impact.

In recent years, more and more comparative papers have been presented and published, so that a rich inventory of cases is present. As a next step, we invite prospective presenters to focus on the techniques of policy analysis and development, in an effort to increase the practical relevance of the Working Group and to develop a common knowledge base.

The involvement of practitioners is highly appreciated. We therefore request presenters to add at least a few paragraphs of their papers focusing on the practical relevance of their papers, and invite them to involve practitioners as ‘peer- reviewers’ in this respect. Papers written in cooperation between practitioners and researchers are most welcome.

The results of the Working Group will be disseminated by publishing an international monograph in both Poland (CEE) and The Netherlands (Western-Europe).
