 Title  European Semester Monitoring Effects on the Implementation in EU Member States

Abstract  
  
Following the financial and economic crisis of 2008, the Member States of the European Union developed a new strategic cycle for the European economic governance framework, called European Semester. The goal is to distinguish in time problematic developments in the macro-economic trends, address these possible problems, and monitor the implementation and effectiveness of the measures taken to attend to these problems. All the procedures are integrated into a yearly cycle where the Member states discuss their priorities, put forward ex-ante plans to address them, (plans evaluated by the European Commission and the European Council), and receive Country-Specific Recommendations. The current paper focuses on the integration of migrants and how has it evolved in the documentation associated to the European Semester monitoring in selected EU states in the period 2013-2018. The question addressed in the paper is “ How does the European Semester monitoring affects the implementation of the equal opportunities regarding labor integration of migrants in selected EU member states?” We expect to find an increased attention after 2015 to the topic, given the coupling existent in the political agenda between the migration and labor integration after 2015.
