Abstract

This article investigates the framework for performance measurement in Public Universities in Romania, evaluating the causes, consequences, and future implications for improving performance in the academic environment. The paper was born by the idea that public universities have different approaches in terms of performance appraisal, with regard to the staff assessment procedures and processes. Do they use real performance criteria in evaluations? Also, the aim of the paper is to review the extant research literature within the context of this framework and to analyse the performance framework in some public Romanian universities, suggesting avenues for future improvements. This goal is consistent with occurrence of tremendous changes in public services – the need to optimize the educational activity, the implementation of an efficient management. Using interviews and analysis, we aim to define a performance appraisal system.
