Abstract  
  
The purpose for which the public administration exists can be accomplished only if it answers operatively, concretely and efficiently to the requests of the citizens.
When the citizen comes into contact with the public administration system, realizes that he is unsure, the direction to which he is heading is unclear and the legislation changes constantly. The citizen realizes that the uncertainty rises when exiting the system due to the fact that the situation for which he went to the public administration has changed and that he must adapt to a new situation.
The objective of the paper is to present the challenges that the citizens and the public administration face; the impact of the relationship citizen – public administration on the good functioning of the society and the application of adaptive management at the level of the public administration as a solution towards the remediation of the problems.
The main part of the paper is represented by the analysis of the possibility of applying the principles of adaptive management in order to decrease the uncertainty in which the public administration and the citizens find themselves in.
The analysis will be made using the following methods: 1) the analytic method – through which the factors that influence the citizen – public administration relationship will be analysed; 2) the theoretic method – with its help the terms adaptive administration and adaptive management will be explained; 3) the comparative method – the migration of the Romanian citizens as a factor of uncertainty will be compared with the situation found in other countries of the European Union.
The expected result is that the activity of the public administration can be improved by using adaptive management, taking into consideration the challenges that it faces.
