VI. Working Group on Capacity Building of a Civil Servants’ Training System According to EU Requirements

The following relevant problems will be discussed at the next meeting of the Working Group:
- New challenges to develop a public servants’ training system under conditions of globalization, EU enlargement and knowledge society establishment;

- Progressive experience of public servants’ training accumulated through international practice;

- Establishment and development of public servant training systems and the development and implementation of national and international strategies for improving such systems.

The working group will specify certain problems and suggest solutions. First of all, it will be decided that the content of the training and in-service training has to be relevant to the new requirements, predetermined by EU enlargement and the prospects of co-operation between EU and other countries. Also, the quality of training and in-service training must comply with international standards and the latest requirements. It is therefore necessary to establish an efficient system of certification for training programs, to develop and implement highly dynamic systems of criteria for international certification of training and in-service training programs for civil servants and public administration specialists in all countries of the EU, as well as other countries.

Special attention will be paid to the following issues:
- New challenges for the improvement of public servants’ training, studies and qualification quality;

- New experiences accumulated in CEE countries and EU member countries, while improving public servants’ qualifications and organizing teaching and studies;

- New phenomena and problems which have appeared since EU enlargement;

- New experiences accumulated in CEE countries preparing for EU membership or in other countries;

- International co-operation: cultivation of this, not only in CEE countries, but also within EU and Europe focusing on EU quality parameters;

- New technologies in studying, learning and training together with their use; developing national and united EU capacity building of civil servants' training systems (various sustained and distance learning technologies);

- Integration of scientific research elements into processes of training and qualification improvement;

- Development of a democratic spirit to find 21st century values in the process of qualification development.

- Progressive experience of public servants’ training accumulated in world practice, EU countries, Russia and other CIS countries; new challenges, new opportunities and new teaching technologies which are to be taken into consideration under the conditions of EU enlargement;

- Experience of public servants’ training accumulated in CEE countries and an analysis of the current situation in these countries;

- Development of public servants’ training systems and the implementation of long-term strategies; development and implementation of international programs and projects in the sector of public servants training.

The working group "Public Servants' Training and Professional Development and EU Requirements" will recommend putting together and publishing the material presented in the group, in a separate NISPAcee publication
