Chair: Rolet Loretan

During the IIAS-IASIA panel, the panellists will focus on the main trends in public sector reform. They will underline the different shifts regarding the models for governing and reforming the system: from NPM to new governance models. They will point out the key elements of the public sector reforms and provide the audience with an international overview. They will stress the various contexts in which different models of reform emerged and will highlight some common features such as the rule of law, reliability, openness and transparency; accountability and responsibility; participation and effectiveness. The participants will also describe the different possible options of reforming the public sector facing the current financial crisis (stabilization) but they will also identify the long-term strategy for deeply reforming the public sector. They will show on the basis of a comparative analysis that the Public Sector reform path is no longer solely dominated by a paradigm. The panel will show the diversity of reforms worldwide and the changes which have occurred in twenty years.
