In the framework of the Conference, The Human Resources Management Authority (HRMA) is organizing the working group on the topic: ’’The Recruitment Process in Public Administration in the countries of Western Balkans“.
The Human Resources Management Authority (HRMA), as the State Authority, is in charge and responsible of assisting in development of state policies regarding development of human resources in the Public Administration of Montenegro. HRMA is also resposible to monitor regulations regarding recrutiment process of state civil servants and empoloyes and provide professional assistance to the Government and State Authorities related to human resources management, realization of HRM policy, training and development of public administration capacities.
Montenegro, as well as the other countries in the Western Balkans, is passing through the reform of State Administration. The aim of the reform is to have the modern State Administration which will be the effective service to citizens and support to democratic Government. In order to achieve that, it is necessary to establish administrative capacities in accordance with European standards that will be able to fulfill obligations expected towards membership to the European Union. In short, there is a necessity for efficient resources in State Administration that will be able to answer all the challenges ahead..
One of the most important segments in human resources managemnt is also the planning and recruitment process of human resources. Well-organized recuitment process with clearly identified procedures through the political neutrality and impartiality, equal access and merit-based selection is the process which makes the system professional.
The theme of the working group is: ’’The Recruitmen Process in the State Administration in the Western Balkans“, which will include:

· Recruitment Process (internal announcements, public announcement and public vacancy)
· Qualification Assessment (methodology and standards)
· List of candidates selected
The representatives from the countries from the region, EU member states and more, will exchange their experience in the workshop, as well as the good practice that will be implemeted in their country.
PURPOSE
The aim of the workshop is to gather the countries of the Western Balkans, together with EU member states and other countries, independent experts who will exchange their experience in the area of human resources management and recruitment process.
In many countries, the recruitment process is based in internal and public announcement of vacancies and organzed procedure of obligatory qualification assessment of skills (candidates selection phase). These procedures are aimed at providing the transparency, efficiency, economy and depoliticization in the recruitment process.
In the recent EU country reports, SIGMA and other international organisations, the main focus is on the necessity of strenghtening the administrative capacities, impowering institution building and reform of legislative procedures regarding recruitment process.
Accordingly, within the working group and based on the presentations and discussions of member countries, international experts and relevant international organisations, we want to achieve the best model of selection and recruitment of human resources in accordance with the best practice and standards of EU.
Through the members' discussions, presentations and conclusions, analysis will be implemented and the necessary trainings will be identified and therefore organised at the regional level.
