Abstract
In constantly changing global economy and politics and under socio-economic changes that take place in in different countries, public administration should become a flexible structure that adapts to all changes and does not lose its effectiveness. In this context, it is necessary to assess the effectiveness of public authorities. In this regard, the introduction of sound methodological approaches to assess authorities’ effectiveness is a certain incentive to improve
their activities.
This article proposes an approach that systematically assesses management effectiveness of Regional Executive Bodies. The approach is based on two techniques. The first method is assessing effectiveness of the regional development, which includes indicators of financial management, indicators of the management process and management performance indicators. All of them are focused on the population of the region quality of life indicators. The second method estimates the effectiveness of the authorities’ activities. Based on the methods developed
by the authors, comparative analyses of the Volga Regions of the Russian Federation (VRRF) were carried out, gaps in the policy implementation of the of Regional Authorities were identified and four mechanisms to improve the efficiency of the Executive Authorities were proposed: anti-crisis, mobilizing, stimulating and supportive ones.
