Professional training of civil servants is not normalized. And do you have to professionally train managers?
The incentive for the standardization of professional training of civil servants is laid down in the Law of Ukraine "On Civil Service" [1], the transition from a career civil service system to a system of positions. That is, a competitive selection for a civil servant in view of the demonstrated competence.
In Ukraine, for the previous years, the system of professional training of civil servants has been formed which is based on long-term (for example, NAPA) in 1,5 years in the full time and 2,5 years - in correspondence form of training) for the preparation of masters public administration. The intensive ongoing professional training aimed at adapting civil servants to change or improving the quality of management services was not a priority. It is precisely this vain approach that affirms the situation when de facto there is no de facto adequate modern social environment for the professional training of strategically minded, competitive, effective leaders and highly skilled responsible managers for the development of good governance and harmonious social development of Ukraine throughout the entire career.
The obstacle to the introduction of a competitive approach in vocational training for civil servants is the existing monopoly mechanism for state-commissioned services for the training of civil servants. This mechanism provides for the placement of a state order for advanced training only among government agencies, as well as the licensing and accreditation of educational activities as a condition for choosing a service provider.
The lack of competition in vocational training of civil servants in Ukraine is the lack of a professional analysis of the needs for such training: the curriculum, by its content and form of training, demotivates civil servants to obtain vocational education and professional competence.
Concept of reforming the system of vocational training of civil servants, local self-government officials and local council members
The purpose of the Concept is to identify strategic directions, mechanisms and timelines for the formation of a modern, effective system of vocational training for civil servants, local self-government officials, deputies of local councils, which will increase their professional competence, will be oriented towards the needs of the individual in professional development throughout life and will promote the implementation of the principles good governance.
Implementation of the Concept will enable:
- to create a modern, integrated, mobile and flexible system of professional training with well-developed infrastructure, efficient management and appropriate resource potential;
- to ensure the quality and continuity of training of civil servants, local self-government officials, deputies of local councils in Ukraine and
- to introduce an appropriate system of assessment and monitoring of the quality of educational services;
- to create the proper conditions for the implementation of the right of civil servants, local self-government officials, local council members to professional development;
- to create conditions for fair competition among subjects of providing educational services in the field of vocational training of civil servants, local self-government officials, deputies of local councils;
- to expand the range of educational services in the field of vocational training of civil servants, local government officials, deputies of local councils, and entities providing such services at the expense of involvement of subjects of different forms of ownership;
- introduce mechanisms for the implementation of continuing education, which will ensure the development of professional competence of civil servants, local self-government officials, and members of local councils.
