Abstract

Available data on internet use by citizens indicate that participation in social networking represented one of the most common online activities in the EU-28 in 2016. Recently, social media has also been perceived as a new tool for enhancing participation and inclusion of citizens and other important stakeholders in public decision making. Furthermore, some authors claim that the use of social media has a potential to drive innovation in public service delivery and other government operations.

In this paper we aim at performing a comparative study of the patterns of social-media use in the local governments in five NISPAcee countries: Romania, Hungary, Czech Republic, Slovakia and Slovenia. In particular, we are going to focus on the use of Facebook in the local administration of the large cities. Due to specifics of the local government of the capital cities, we are going exclude them from the analysis and thus obtain more reliable, unbiased results. More specifically, we are going to include up to 20 largest cities in each country and thus obtain comparable groups of cities with 40 to 100 thousand inhabitants.
