 Title  Advanced Assessment of the Level of Websites´ Development of Chosen Slovak Municipalities

Abstract  
  
E-government is an important and integral part of public administration management, while e-Government complements and develops public governance through ICT tools, thereby striving to make providing of public services more efficient. An important variable for the successful deployment and use of ICT tools in the field of public administration is the web site of the institutions and their current development. Websites should meet certain conditions that simplify communication between individual public administrations, or between public administrations and citizens. This means that the usability of public institutions' websites is one of the critical factors for this kind of interaction. Aim of this paper is to analyze web development of 10 strategic situated municipalities of Slovak republic, which were chosen according to its location: capital city of Slovakia, 3 county municipalities representing each region of Slovakia according to NUTS2 region division (west, middle and east of Slovakia) and 6 district municipalities which were chosen according to population (2 municipalities for 1 county). For analyzing of current web development of chosen municipalities will be used survey analyze instrument developed by e-Governance Institute at Rutgers University in USA and the Global e-Policy e-Government Institute in Sungkyunkwan. It consists 104 measures which are classified into five distinct categories: 1) privacy and security; 2) usability; 3) content; 4) services and 5) citizen and social engagement via web sites of chosen municipalities and it is called e-Government Rutgers Index. There will be multiple outputs of this paper: 1) overall web development of chosen municipalities that will serve as an advanced analysis for further more complex work based on previous analyzes of author; 2) vertical comparison of capital city, county municipalities and district municipalities that might show correlation in web development between chosen municipalities; 3) vertical comparison of capital city, county municipalities and district municipalities situated in different regions of Slovakia that will show basic differences of web development between them and 4) cluster analysis to classify chosen municipalities into four different groupings: digitally mature cities, digitally moderate cities, digitally minimal cities and digitally marginal cities (Manoharan et. al. 2017).
