INSTITUTIONAL SETTING
Public administration programs are currently offered by several institutions in Yugoslavia. Faculties of law (in Belgrade, Podgorica, Novi Sad, Nis, Pristina and Kragujevac) offer the most comprehensive programs and enroll the most students. Political science and organisational science faculties also teach public administration. Programs in organisational science or sectoral, specialised public management programs are offered by faculties of engineering, faculties of economics, faculties of technology, etc.
There are still no specific public administration schools in Yugoslavia. This issue has been raised several times at meetings of various institutions, mainly law faculties that offer public administration programs. After 1950, there were strong calls for establishing a four-year curriculum in public administration. This idea was partially implemented when several two year Higher Schools for Administration were established, four in 1956 and one in 1957. Unfortunately, all of these schools were closed in 1992.
It is important to note that PA studies at the law faculties, where most public administration programs are offered, are organised in an interdisciplinary manner. Law programs comprise not only legal courses but also sociology, economics, statistics, state theory, public administration and public management, informatics, international relations, ecology, taxes and budgeting, etc. Therefore, law faculties are approaching programs offered by faculties of political sciences and public administration in developed countries.
Public administration programs are taught as majors in administrative law at the law faculties of Belgrade University and the University of Novi Sad. Public administration courses are offered at other law faculties (Nis, Kragujevac, and Podgorica), but there are no specific public administration programs in these institutions. A public administration program and public management and organisation are also taught at the faculties of political science and organisational sciences of Belgrade University.
