Abstract

The last 20 years determine a huge modification of the public administration in the former communist countries. The role of civil servant in the administrative mechanism has been change, the administrative procedure has been change, even the role of the public administration has been change.
In the same time all former communist countries has been under an enormous pressure from European institutions, from business environment and from the public to reform their administrative system in order to become more efficient, more transparent. As part of the administrative system, the civil service cannot be left out of this process.
In the same time all the countries have been involved in the process of become member of European Union. Even if the countries taken into consideration are now member of European Union the Europeanization proces is a long one.
The aim of this paper is to present and analyze the influence of the European integration over the civil service in a comparative manner in order to extract the best practices and to determine the future measures in order to be taken.
The countries taken into consideration are Bulgaria, Romania and Hungary. The information came form different source (European Commission, World Bank, OECD, International Monetary Fund).
