Abstract  
  
In recent years there was systematic theoretical support for political participation of citizens, mainly facilitated by e-government/e-governance tools all around the world. However, when it comes to practice, we are often facing complete different situation. Paper presents different cases of political/administrative participation of citizens by ICT tools in recent years and response of political and administrative institutions in Slovenia. In the case of administrative participation, one can see certain level of openness of institutions on national as well as on the local level. On the other hand when it comes to participation in political environment situation is completely different. From this perspective paper concludes that despite significant encouragement of participation of citizens by using ICT, in practice it seems that in many cases this is mainly direct channel to trash folder in political or administrative institutions.
