Abstract

The topic of my presentation is the Polish Border Guard, the state service of the government administration subordinate to the Minister of the Internal Affairs of Poland. Border Guard is an uniformed and armed service, created to protect the Polish borders on the land and sea as well as to control the traffic on border crossing points.
During my presentation I would like to give some information about the Border Guard structure and show how this functional structure helps to protect the security of the state borders.
Afterwards I would like to discuss routine activities of the Border Guard in the field. I plan to give some information about the (1) day-to-day protection and control of the Polish state borders at the 'green border' (e.g. mobile patrols on the roads, in the woods, on the rivers and in the mountains) and at the border crossing points (including the airports), as well as to present Border Guard activity connected with the (2) reconnaissance, prevention and detection of different type of crimes like smuggling cigarettes, alcohol, drugs, clothes, medicines and cosmetics, human trafficking, illegal immigration etc. In this part of my presentation I wish to present some interesting details about the contraband and show some photos of hiding places in cars, buses and trucks. Finally, I would like to present examples of the trans-border cooperation between Polish Border Guard and state services form Germany and Lithuania (e.g. joint mobile patrols and trans-border chase) which could serve as a model for international cooperation and effective elimination of modern organized crime.
During my presentation I plan to present some general information about the standard equipment (quads, snow scooters, engine-powered pontoon boats, pyrotechnics launchers etc.) as well as a modern technology devices (e.g. mobile and stationary reconnaissance and positioning systems) at the disposal of the Border Guard.
Finally, I would like to stress that my presentation is connected with my didactic work at the UMCS University and it is based on the empirical research and interviews with the Border Guard personnel from the one of its territorial units i.e. Bug River Division of the Border Guard (Nadbużański Oddział Straży Granicznej), which operates in the eastern province of Poland (Lubelskie Province). Polish eastern border constitutes an external frontier of the whole EU at the present time and it seems that most intensive and characteristic work of Polish Border Guard has been doing right there, where the security of the whole EU and Schengen area is protected.
