 Title  Efficiency of legislation and legislative procedure: Do members of parliament need professional development?

Abstract  
  
There are a number of factors that may influence effectiveness of Parliament. As it is stated in “Parliament and Democracy in the Twenty-First Century – A Guide to Good Practice”, main responcibility of Parliament is to act effectively in accordance with the Parliament’s legislative and oversight functions in a manner that serves the needs of a whole population.

The paper examines the influence of human factor on Parliament’s efficiency. Can we consider the activities of Parliament members as a kind of professional work? Can we consider the members of Parliament as bearers of Parliament’s human capital? If so, then all standard human resources management practices could be applied to parliament members to raise the value of Parliament’s human capital and to improve Parliament’s performance.

The objective of this paper is to examine international experience in finding the ways to create better fit between personal competence of parliament members and legislative and oversight functions that they execute. In particular, should we provide members of Parliament with advanced professional training to raise quality of their decisions and to improve whole legislative procedure they participate in? Will the professional development of parliament members contradict constitutional procedure of their nomination and election? The paper also explores possible areas of advanced professional training for Parliament members and possible procedures to evaluate their educational needs.
