Presenter Agnieszka Kopanska Abstract The aim of planed paper is to analyse how general grants influence local government spending. These grants are important part of local revenues. Neoclassical economic theory suggest, that such grants influence local government spending only via revenue effect. So results should be similar like in case of own local revenues. But many empirical research have found, that impact of grants is stronger- what is called flypaper effect- money sticks where it hits. Using panel data analysis of budgetary data of Polish municipalities in years 2006-2011 I will try to find if such effect is visible in Poland.
