Regional cooperation in Republic of Macedonia – model for good governance and municipal development


1. Objective and scope of the research

Objective of the research is to present establishment and development of regional cooperation in Republic of Macedonia (RM) as a model for good governance and municipal development
Establishment of regional cooperation in RM started in 2007, with adopting the Law on equal regional development, when were defined 8 development regions. This model was established to provide polycentric economic development and equalization among the municipalities. Also this model will decrease the disparities among the municipalities within each planning region.

Scope of research:
- establishment and development of regional cooperation
- (inter)governmental co-operation within the framework of EU integration
- best practices from establishment and development of regional cooperation, good governance and municipal development
- identification of eventual bottlenecks
- recommendations and conclusions


2. Methodology

Research starts with analysis of the legal frame and procedures for establishment of regional cooperation in RM, and continue with research of the regional cooperation. Relevant information regarding the conditions with the development of the regional cooperation, best practices from establishment and development of regional cooperation,, good governance, municipal development will be present.
Research will present comparative part of the regional cooperation within RM, possibilities for cross border exchange of skills and will present relevant conclusions and recommendations.


3. Summarized results and findings

Establishment of regional cooperation in RM has a goal to provide:
- development of inter regional cooperation
- restructuring of the administrative part of the organizations of: public sector, intergovernmental relations, cooperation with business sector and civil sector
- (inter)governmental co-operation within the framework of EU integration
- more quality services for the citizens,

Establishment of regional cooperation in RM started in 2007, with adopting the Law on equal regional development, when were defined 8 development regions.

Regional development is supported by the Government of RM, Council for equal regional development of RM, Ministry of the local self government, Council for development at the region, Bureau for regional development and the Center for regional development.

Direct implementers of the local development policies are the Centers for regional development. They, together with representatives of all regional stakeholders create local development policies, analyses and strategic documents, apply with projects at the Government of RM and together with partners from neighbor EU countries, apply for EU funds.

Establishing of regional cooperation in RM, also established new models of inter regional and municipal cooperation, establishing of new models of intergovernmental cooperation adopting and implementation of EU policies.

4. Conclusion

Establishment of regional cooperation in RM is essential for better municipal and regional development for the beneficiaries of the regional cooperation: regions, municipalities, business sector, civil sector, citizens, and Republic of Macedonia.
