 Title  Issues regarding a quality of the professional development services within monopolistic organizations

A functional analysis of government bodies within Ukraine was held in 2012 with the goal to optimize public administration and to reduce the risks of corruption.
The National Agency of Civil Service in Ukraine stated specific tasks to be completed in Order no. 155 dated June 27, 2012. Among the tasks, the following have been emphasized:
• To analyze constitutionally and legally consolidated functions of all government bodies;
• To prepare proposals regarding the specification of functions of all government bodies.
It was assumed that this work would enable the following:
• To optimize the operational systems of executive bodies and to adjust their objectives and functions for increased effectiveness;
• To institute a procedure regarding the formulation of the functions stated in the regulations regarding government bodies to norms appointed in the Ukrainian legislation;
• To reduce the level of corruption risks within a system of government bodies via the elimination of functions regarding the provision of administrative services and inspection within one body;
• To increase the efficiency regarding the employment of labor and budget resources within government bodies.
A considerable number of discrepancies within the functions and services provided by local state administrations were revealed during the functional analysis. It was discovered that an imperfection within the legislation regarding a lack of integrated and exhaustive inventory of the administrative services and functions of inspection lead to this negative situation. Additionally, many administrations through differing ways were adjusting to the regulatory acts, which obligated them to execute specific administrative services with no funding for additional staff. As a result, the same functions were assigned to be implemented by different specialists for various departments. The assignments were given based an individual’s ability to complete the tasks.
In theory, the functional analysis would eliminate diagnosed contradictions and would unify the work of local state administrations. Nevertheless, taking into consideration the complexity of this activity, the lack of preparation for the analysis within the higher ranks of the civil service and especially within the lower levels, a lack of a unified approach to the assessment of any given activities, and the lack of results obtained during the functional analysis; the analysis remained to be of a little use for further implementation to increase the effectiveness and efficiency of all government bodies.
At the same time, the analysis did have some positive results. An inventory of all provided services was discovered and documented. The workload for specific subdivisions within local administrations was assigned. The analysis of the possibilities to delineate the administrative services and functions of control was completed. Regulatory acts, which take into consideration the interweaving of different functions, were determined.
It is logical to expect that the conducted work will be continued within the level of local state administrations, and within the level of the central executive bodies, including; the Cabinet of Ministers of Ukraine.
The primary analysis of the obtained results showed a necessity to hold the classification of regulatory acts according to the majority.
