Abstract  
  
In order to improve the quality of higher education one of the possible sources of information is the opinion of the employers (in this case public administration).
The paper will present the findings of a national survey done in July 2011 among top and middle managers from Romania's public institutions (826 answers, a 26.28% rate of response).
The main questions of this survey are:
- which domains of study are most requested in PA institutions?
- which kind of degree is most required?
- which is the place of PA studies in the system?
- which kind of knowledge and abilities is most sought?
- which are the main barriers against the professional insertion of graduates?
- what should be done in order to improve the quality of the studies?
