COMPARATIVE ANALYSIS OF THE POLICIES FOR STIMULATING THE COMPETITIVENESS OF THE NATIONAL ECONOMIES BY THE GOVERNMENT BUDGETS
An Abstract
The purpose of the paper is to analyze the necessity of adoption of Government budget policy which at the risk of running into some budget deficit aims at stimulating the aggregate consumption in order to increase the competitiveness of the national economy. The main conclusion of the analysis is that under recession the state may compensate by the Government expenditures for the reduced aggregate demand. On its side the increased aggregate consumption may create prerequisites for the increased economic growth and thus to contribute for raising the Government budget revenues. The analysis allows to compare the Government budget policies of Bulgaria and the Baltic states and to make conclusions about their impact on the achievement of competitive economic growth. The analysis is based on the statistical data for the budget policies of Bulgaria and the Baltic states and their impact on the GDP growth.
Under the conditions of the limited opportunities for the use of the monetary policy as a factor influencing the economy, the main function of the Government budget policy is the stabilization of the national economy through the systems of income redistribution and the priority channeling of budget expenditures to sectors of the economy that may raise the productivity and competitiveness.
