Abstract

This article analyses the relevant topic of democratic network governance in culture sector and the need for application of different innovative training methods seeking to strengthen civil servants‘ abilities and competencies to work in culture sector institutions properly, more efficiently and effectively. The main idea of this article is to analyse the importance of civil servants‘ training methods speaking about the culture sector management changes in the context of democratic network governance (which, according to numerous authors, is seen as a sphere of growing possibilities and also the positive future perspective for many countries trying to modernise their public sector (including public culture services)). New and innovative civil servants‘ training methods are seen as a complex of management instruments which could properly help to learn how to plan, coordinate and control different processes at the national culture sector governance level better and how to ensure a positive delivery of democratic network governance ideas and practises in culture sector.
This article presents also the case of the culture sector of the Republic of Lithuania. Modern culture sector management in Lithuania in the context of last decades - twenty years of development (Lithuania regained it‘s independence in 1991) requires long term continuous analysis of changing national culture policies. In this sphere better management of civil servants’ training is also necessary. Main opportunities for the development of culture sector in Lithuania could be provided through guaranteeing the democratic way of networking (even in the context of civil servants‘ training) and governance as well as democratic network governance. Relevance of the main problem discussed in this article is expressed in some questions: how culture sector development could be more efficiently managed by using and providing democratic network governance?; trying to increase the knowledge in culture projects‘ management in the context of democratic network governance - what innovative civil servants‘ training methods could be identified? Being a classic type of qualitative research, induction will be adopted as a major methodology in this paper, especially analysing what role civil servants' training methods play in making culture sector projects management embody the public value according the democratic network governance perspective. The purpose of the article is to analyse democratic network governance in Lithuanian culture sector identifying the need for innovative civil servants' training methods. . The tasks set for achieving the anticipated object of the work are the following: to describe main theoretical ideas of democratic network governance; to identify possibilities for democratic network governance in Lithuanian culture sector; to describe civil servants', working in culture institutions, training system in Lithuania; to provide possible innovative training methods for civil servants. The article covers following methods of investigation: the scientific literature analysis, data analysis, theoretical modeling.
