Presenter Agnieszka Jezierska Abstract Designing the Ideal: from the analysis of the present condition of the civil service in Poland to the prognosis of its future The modus vivendi of administration included still more mechanisms and instruments of management derived from or similar to those applied by private corporations. Market-oriented mechanisms are supposed to improve the quality and reduce costs of functioning of administration. The present tendency is to achieve public administration being an intelligent organisation. Part of this process is the new perception of the role of human resources and methods of managing them in public administration. Polish civil service is the leader of innovations in the area of human resources management in public administration. The methods introduced therein are rooted in the management expertise and the best business methods, but the implementation of such methods is characterised by critical approach – in each case they are adapted to the specificity and aims of government administration. Lack of competition makes the implementation of improvements dependent solely upon the good will of heads of administration units and effectiveness of their supervisory units, whereas it does not depend on the market operations. Another issue which is noteworthy is the question of financing the administration. They are public budget units. This paradigm does not enhance them to increase effectiveness. Poland, as majority of other post-communist states, is still searching for the adequate model of civil service and the status of its members. This model must fit the requirements of the modern liberal democracy, protect the members of the CS and balance their rights and freedoms with the general interests of the community. Adequate identification and image of the CS is also an important issue for an organisation. In this respect it is crucial to inform the society of the CS and it attitude towards political trends, presenting the CS area of activity, it competence and real responsibility for public matters, as well as procedures relevant for actions undertaken by the CS. The CS must react to the criticism of the public opinion and media. The strategy of development of CS ought to define the legal and systemic finalité. Such strategy must be based on the definition of the status quo and the forecast of the dynamics of further development, influenced by both internal and external variables. Any organisation is faced with interrelated risks and opportunities. This abstract shows an initial attempt of definition of these factors. This step must have been taken indispensably before the “Ideal” is defined. The present state of CS will be presented in the context of the scenario of possible future developments. The next step will be the so-called “nucleon of designing the Ideal” – presenting the tasks of CS. Finally, the implementation shall be dealt with, i.e. planning the resources and measures, implementation and control instruments. The topical “designing the Ideal” shall be based on the research on the functioning of the CS in Poland presented in 2011 in Varna. It shall be followed by the in-depth interviews with members of the CS. Taking the research presented last year (being a form of self-diagnosis) we would like to design the perfect model of CS. We hope that the outcome of our planning work can be presented for the first time during the 20th NiSPAcee conference in Ohrid in Macedonia.
