Presenter Iryna Kravchuk Abstract Integrating Evaluation into Strategic Governance: Polish experience for Ukraine The Policy Paper is intended to develop recommendations on integrating evaluation function into strategic governance system of Ukraine on the basis of Polish experience. Evaluation should be considered as organic part of strategic management system of the country. According to the methodology recommended by the European Commission, the strategic management process is composed of: planning, programming, budgeting, identification, implementation, control and monitoring, as well as evaluation. Ex-ante evaluation justifies the purposefulness of measures and supports strategic planning, ex-post evaluation provides society with information on the effectiveness of State institutions operation and resolution of problems faced by the state. Evaluation supports evidence-based policymaking and leads to better efficiency and effectiveness of the state institutions. Recently Poland has undertaken successful strategic governance reform. Gradual integration of evaluation into all levels of governance is part of this reform. In the past Poland had quite complicated strategic planning system composed of around 250 different strategies. Now Polish system of strategic governance has three levels: - Long-term Strategy of Developing Poland – Poland 2030. - Mid-term Country Development Strategy” until 2020. - Nine integrated strategies (Poland 2030 Report). It is expected that performance budgeting will be adjusted to the system of strategic governance including system of indicators. Law making is linked to strategic planning in Poland. The approach to monitoring and evaluation of strategic documents is under preparation. It is expected that evaluation culture and performance management from structural funds programs will be exported to the strategic planning system. Long-term and mid-term strategies will have mile-stones for monitoring of implementation. As Polish experience is very “fresh” and ambitious in its scope, it should be explored to find good solutions for Ukraine in integrating evaluation into strategic governance system. Poland is a country that is similar to Ukraine in size of population, as well as size and complexity of public administration. It can be source of experience and lessons for Ukraine. Thus the paper will address the following issues: - comparative analyses of the new Polish strategic governance system and Ukrainian system of strategic planning (probably summary of analyses will be presented in the table); - identifying the starting point, key success factors and mechanisms, challenges for integrating evaluation into strategic governance system; - developing recommendations for Ukraine on the improvement of strategic governance system with integrated evaluation function. Paper will be prepared on the basis of desk-research, interviews of civil servants and experts involved in strategic planning and evaluation in Poland and Ukraine, comparative research and application of policy transfer concepts. 1.
