Abstract	The paper will give an overview on development of prisons and penitentary agencies in Estonia during last two decades. The focuse of the paper is penitentary system, but the paper will include reflections to developments of administration of other security agencies. The period could be divided into three main periods - reestablishment of new state and it's organization, influence of modern public administration theories, and reacent developments (influence of EU and EN).
