 Title  Professionalizing the civil service and implications over public integrity level. Comparative analysis for Southeast Europe.

Abstract  
  
Primary hypothesis of this paper is frequently found in the literature and refers to the trio of public integrity - performance management - professional civil service.
Derived from this primary hypothesis, the main objective of this paper is to highlight, through qualitative and quantitative analysis, the causality between the impact of professionalisation of the civil service in Romania and Bulgaria and the level of public integrity.
The documentary resources to be considered are represented by Corruption Perception Index country reports (CPI), Studies of the European Bank for Reconstruction and Development, Global Integrity Index country reports, National Integrity System assessment and empirical research conducted by authors in the research projects.
The structure of the paper is the following:
•Characteristics of civil service in Romania and Bulgaria;
•Analysis of legal framework and of implementation mechanisms for public office;
•Analysis of international mechanisms to assess the level of public integrity;
•A theoretical framework and empirical assessment of the impact of professionalisation of civil service on the level of public integrity;
•Empirical results and conclusions.
The research methodology includes summaries and literature review, statistical analysis of correlations.
