1. Principal objectives and scope of the research

Principal objective is to present the establishment and development of IMC in Republic of Macedonia in order to provide better services for the citizens.

The scope of research:
conditions with the development of IMC in Republic of Macedonia
best practices from implementation and development of the IMC in Republic of Macedonia in the scope of financial management and internal audit, collection of taxes, inspection, economic development, urban planning, protection of environment, social protection etc
analysis of the accountability of the municipal administrations and effects from establishing IMC
identification of eventual bottlenecks and best practices
recommendations and conclusions

Research will start with analysis of the legal regulations and procedures for establishment of IMC in Republic of Macedonia. After that will be presented relevant information regarding the conditions with the development of the IMC in Republic of Macedonia, models of IMC, benefits by the established IMC, for the citizens from one side, and municipalities from the other side, political dimension, division of the authorities and obligations, as well as scopes within is established IMC. Research will consist comparison of the conditions within Republic of Macedonia and several countries. Finally, will be presented relevant conclusions and recommendations, which will give scientific context to the research.

Namely, municipalities from RM are very different, but each municipality has same authorities. In the period since start of the decentralization, each municipality strive to find own way for providing quality services for the citizens and to increase the accountability, as well as to approach the services to the citizens. Having into consideration these conditions, when the most of the municipalities, first of all the smaller ones, face with lack of resources, IMC seems to be excellent initiative and challenge for improvement of the services.

Adopted legal regulations which is regulating this issue in detail, is one step forward for improvement of the conditions for cooperation between the municipalities.

3. Summarized results and findings

Establishment and development of IMC in Republic of Macedonia is in order to provide more quality services for the citizens, and at the same time decreasing the costs for providing the services. Beside this, the enter in the second phase of fiscal decentralization for the municipalities is determined by providing certain services.
RM is a leader in this scope and several countries from the region already undertake our positive experiences. As a result of the conducted inter-municipal cooperation, significant results can be perceived, and the citizens are very satisfied. In this abstract I would like to mention a few positive experiences:

Establishment and development of IMC in Republic of Macedonia is essential in order to provide more quality services for the citizens, and at the same time decreasing the costs.
