Abstract

1. New Educational Generation
Starting from this academic year students of International Market Institute, Samara, Russia begin the program of Bachelors degree. New academic programs in high educational entities are introduced during the course as well as the new program of English teaching. Searching for good recourses my colleagues and I faced the problem of finding something really worth spending time teaching and learning. Actually we found two editions with appropriate titles but the content was far from the topic of Public Administration. The State Educational Standard for High Professional Education demands to take into account the professional peculiarities. So the problem nowadays is a lack of valuable recourses for English teaching for Public Administration students.
2. Creation of Relevant Teaching Materials
2.1. Teaching materials
Creation of relevant new teaching materials will certainly take time; the most important fact here is to realize the importance of their development. This process may last the whole academic year; it must be step by step work of creation, elaboration and implementation of the vital topics for discussions. Our goal is to show students – future public servants the objectives of their future professional life through foreign language classes. That’s why we see very important to use materials of practitioners in different spheres of public administration. These will certainly make the teaching and learning process more interesting and useful for students, also they will help to train the necessary competences.
2.2. Teacher’s qualifications
The ideal scenario in teaching English for public administration students is performed by a teacher with two majors: major in linguistics and a major in public administration. At IMI 40 % of teachers have two relevant majors, that simplify the whole teaching process.
3. Interdisciplinary Links
It is essential to make research in the following directions: working on the special texts, studying of special topics to develop spoken language, studying the vocabulary on public administration, creating the manual with grammar and vocabulary exercises. The main idea of the interdisciplinary links in teaching is to use materials of one subject while teaching another. Interdisciplinary links contributed to knowledge integration. They form specific knowledge, reveal epistemological problems that are vital for systematic learning of basics of science.
4. Results and findings
Modern education requires different and up-to-date teaching materials. It is as well referred to English teaching for public administration students. We found that NISPAcee and LGI publication of recent years are the best materials which can be used for classes as texts and topics for discussion, also NISPAcee publications may be used for self-directing learning through reading and developing professional vocabulary that is essential part of academic program according to State Educational Standard.
