Assessment of Public registers in Bulgaria as a Single point of information

According to Directive 2003/98/EC of the European Parliament and the Council of 17 November 2003 on the re-use of public sector information one of the main tasks in public administration is single data input in the nearest administrative unit. The data must be collected once and reusable by different administrative units.
The analysis and the assessment of the public registers are made in the following areas:
• Register’s Subject – coding system, Objects identification system, database, advantages and disadvantages;
• Administrative management processes modeling - registration and update in the registers.
Improvement of administrative services’ work flows and information flows is a result of analysis. Alternatives for improvement are described in the report.
They are divided in two main areas:
• Building of unified information flows for two services - Registration and Update of the national registers;
• Building of standardized workflows for Registration and Update Services.
This analysis can be used to improve the administrative services and cost saving. The main idea is that the service has to be developed only once and multiplied in different administrative units.
There are a lot of problems in Bulgarian public registers and some of them must be developed again. They are used as case studies in the educational Program of Technical University of Sofia Public Administration specialty.
