Conditions caused by global economic crisis by reducing the principal motivating factor – financial compensation, require a deep knowledge of the motivational process and its impact in assuring the performance of civil servants and changing the motivational system of civil servants, with accent on informal means: appreciation, work recognition, perfomance remuneration, all these increasing the sense of affiliation to the organization etc..
This paper aims to conduct comparative studies between the motivational systems of civil servants from different EU countries, in order to mark the best practices to create an applicable pattern for Romanian civil servants. Among the paper’s specific objectives there are: definition of the motivational system concept, the analysis of motivational systems for civil servants in various EU countries and highlight the changes occurred in these systems during the economic crisis, the extraction of best practice patterns .
The study is based on quantitative methods (external systemic observation), as well as the qualitative methods (documents analysis, participatory observation). In order to process the data we use statistical-mathematical methods and for interpretation we use the inductive and deductive methods, comparison, analogy, causal explanation. All of these will help us take useful conclusions in order to reform the motivational system of civil servants in Romania. We use analysis and comparison of different mechanisms of motivation of civil servants in EU countries: income, promotion component, the individual performance assessment.
