The paper focuses on the appearence, proliferation and structrual dynamics of Hungarian agencies (that is, centrally subordinated public administration organizations having a nation-wide jurisprudence but sub-ordinated to the Cabinet or a ministry). The empirical basis of the paper is a genuine data base containing all such organizations - as well as their structural transformations (creations, mergers, split-ups etc.) - for the 2002 to 2009 period. The paper seeks to identify the driving forces behind the constant (re-)creation of these organization, relying on both qualitative and statistical analyses.
