 Title  Organizational culture of public institutions in Romania

In the last years Romania has adopted many values and principles regarding public management from Western societies, at least at formal level. For a successful reform of public administration one should consider organizational culture; the question to be answered is what kind of organizational culture is specific for Romanian public institutions. There are few researches regarding organizational culture in Romania. At national level we mention the results of a study realized by Interact and Gallup Romania in 2005 and that aimed to research the way Romanian values influence managerial practices based on the five cultural dimensions of Geert Hofstede. According to these results, Romanian organizational culture is characterized by low power distance, femininity, average individualism, high uncertainty avoidance and average long term orientation. Are these results correct for public institutions too?
In this exploratory study our objectives are:
• Is there a homogenous organizational culture or there are several sub-cultures inside a public institution?
• Which are the main features of public institutions’ culture or sub-cultures?
• Which are the main factors that may lead to a different perception of organizational culture?
In order to answer to these questions we realize a case study on a public institution with a complex profile (City Hall). We use a survey for identifying the main features of organizational culture and the results will be in depth analyzed using interviews and document analysis.
