Abstract  
  
The paper is based on a fundamental hypothesis, frequently identified in the field literature, concerning the strong correlation between public integrity, civil servants’ professionalism and the quality of bureaucracy.
In this context, the main objective of this paper is to highlight, through quantitative and qualitative analyses, significant aspects concerning the civil service development in some South-Eastern European states in the context of increasingly internalization of the values promoted through the National Integrity System (NIS) in public institutions.
The target group consists of countries such as Romania, Greece, Croatia, Bulgaria, Bosnia and Herzegovina and Hungary.
The documentary resources derive from country reports on evaluation of NIS, results of the Corruption Perception Index (CPI), studies of the European Bank for Reconstruction and Development and empirical research conducted by the authors in research projects with European funding.
The structure of the paper is as follows:
- Characteristics of NIS evolution in some South-Eastern European states.
- A theoretical and empirical evaluation of NIS and the impact on civil service development and quality of bureaucracy in the South-Eastern European states mentioned.
- Empirical results and conclusions.
The research methodology includes syntheses and bibliographic analyses, statistic analyses, correlations.
