Training civil servants represents one of the main objectives that must be reached if we want to build an administrative system characterized by adaptability and performances.
The future of public administration it is strictly connected with the existences of a high level of competences among civil servants that are providing the functionality and performances of the system
The paper aims to realized a complex analysis of the Romanian life long learning training programs for civil servants, presenting at the beginning the role of public institution that have been created for developing such programs (the case of National Institute for Public Administration), but also the objectives and the strategy that has been chosen for reaching those objectives.
In the second part of the paper, two programs with direct impact on the body of civil servants like: “ The training program for senior civil servants” and “ The Young Professional Scheme” will be presented underlining the major impact that they had on the entire administrative system.
By the objectives that have been assumed by those programs, implementing them will contribute to the appearance of a new civil servants body called “Public Managers” that will have the mission of modernizing, by growing his efficiency, the administrative system.
The legal framework, financial resources allocated for developing those programs will be also analyzed.
The paper conclusions will be generated, after analyzing the results that have been obtained by the actual system and a number of recommendations will be made for the future.
