 Title  The integration of the social policies from Romania in the European social space. Empirical researches and case studies

The main focus of the paper is to determine and analyze how the social policies in Romania are consistent with the trends from the Social European Space. Understanding the European Social Space as one of the main pillars of the paper integrates, the evolution and development of the Romanian social policies, in particular the health policies by quantitative and qualitative analyses.
The general context of the paper refers to the European social policies as object and subject of the European Social Space, and activities carried out by states influencing the welfare of an individual, as well as of a family, society in a community.
As expressions or mechanisms of the welfare state, the social policies benefit of a semi centenary history, starting from the “social dumping”, predicted by Schumann Declaration in 1950 and continuing with the Rome Treaty provisions (1957) that stated that “economy’s goal is to improve the life and work standards”.
During the last decades of the 20th century, important European Union documents comprised directives on “health and work safety” (European Single Act, 1986), on “achieving a higher level of the social protection and employment”, and also “signing a social protocol” (Maastricht Treaty, 1992). Throughout the same period, particularly after 1989 events, all European governments started to adjust their national social protection systems according to the socio-economic and demographic conditions of the European Union. These new conditions and the governmental attitudes have determined reforms in the EU Member States that have mainly faced a new paradigm. This new paradigm refers on one hand, to the historical evolutions of the EU Member States, and on the other hand it refers to the “best practices” of the older EU Member States that have also evolved into social protection models worthy of being followed by the younger Member States. This new paradigm had and still has an important impact on the Romanian social policies both during pre-accession, and after accession in 2007, having atypical evolutions and even syncope. Their main characteristic has inscribed in the above-mentioned paradigm and the open problem consists in finding the balance between the chosen strategy model and the needed resources.
The paper’s structure will include:
- The evolution of the European Social Space.
- The dynamics and evolution of the social protection policies and employment in EU 27
- The specificity of the social policies in Romania and their compatibility with the evolutions of the other Member States. Comparative analyses.
- Social perception on the health policies in Romania. Case study.
- Conclusions.

The research methodology will include field bibliographical research, statistical evaluations and analyses, sociological research based on questionnaires and data processing, and the qualitative interpretation and analysis.
